영국 가디언지의 유엔가입설 보도는 런던 지부로 하여금 이 사건을 조사하게 만들었습니다.

그리고 그들은 가디언지에 수정을 요구하는 편지를 보낸 바 있습니다.

Dear Sir,

Stephen Bates' articles in The Guardian of October 8 and 15 substantially misrepresents the background to Jehovah’s Witnesses registration with the United Nations and contains a number of factual errors.

In 1991 one of our legal corporations registered with the United Nations as a NGO (non-governmental organization) for the sole purpose of getting access to the extensive library of the United Nations. This enabled a writer who received an identification card, to enter their library for research purposes and to obtain information that has been used in writing articles in our journals about the United Nations. There was nothing secret about it.At the time of the initial application no signature was required on the form.

Years later, unbe-known to the Governing Body of Jehovah’s Witnesses, the United Nations published “Criteria for Association,” stipulating that affiliated NGO’s are required to support the goals of the United Nations.After learning of the situation, our membership as NGO was withdrawn and the ID card of the writer was returned.

여기서 유의해볼 부분은 협회의 제휴 목적이 "유엔의 광범위한 도서관에 대한 접근권한을 얻기위함" 이라고 밝히고 이것이 유일한 목적이라고 밝힌 부분입니다. 

 

하지만 반증인 음모론자들은 유엔의 중앙도서관인 다그 함 마르 셸드 도서관이 모두가 이용할 수 있으며 유엔의 도서관을 이용하기 위해 , 혹은 광범위한 자료를 얻기 위해 반드시 NGO 신분이 필요하지 않다고 주장합니다. 따라서 협회는 다른 목적을 가지고 제휴를 했다는 근거제로인 음모론을 제기해 왔습니다.

 

하지만 이미 다루었던 90년대 유엔 팜플렛에서는 아래와 같은 표현이 있습니다.

 

위에서  NGO 가 가지게 될 특권들이 언급됩니다,

그중 하나는 다그 함마르셸드(Dag Hammarskjöld) 도서관의 사용을 제공받는다고 언급합니다.

 

이게 왜 특권처럼 언급이 될까요? 

반증인들 주장대로라면 다그 함 마르 셸드 도서관이 모두가 이용할 수 있으며 유엔의 도서관을 이용하기 위해 , 혹은 광범위한 자료를 얻기 위해 반드시 NGO 신분이 필요한것도 아닌데, 왜 이것을 제휴 NGO 의 특권처럼 떡하니 올려놓느냔 말입니다.

 

이점에 대해 그녀석, 다그 함마르셸드 도서관측에 문의해 본 바 있습니다. 해당 문의내용은 아래와 같습니다.

 

질문 : 

나는 도서관에 DPI NGO 를 위한 특별구간이 있다는 정보를 들었습니다. 실제로 1994년의 DPI 팜플렛에서는 "NGO 가 DPI 와 제휴하면, 다르 함 마르 셸드 도서관 이용을 제공한다" 라고 되어 있습니다.(첨부) 90년대 또는 현재, DPI NGO 를 위한 특별구간이 도서관에 있습니까? 아니라면, DPI 팜플렛(첨부)에 있는 그 문구는 무슨 뜻입니까?

이점에 대한 도서관측은 아래와 같은 답신을 하였습니다.

Greetings from the Dag Hammarskjöld Library, The "special area" referred to in the brochure is probably the "NGO Resource Center". This Center used to be located in the Library Building (not the actual library itself), but has since been moved to a different building.(중략) Accredited members of NGOs with valid UN grounds passes, however, are also allowed to visit the Dag Hammarskjöld Library and to use our resources on site. 안내 책자에 언급 된 '특별 구간' 은 아마도 "NGO 자원 센터" 입니다. 이 센터는 도서관 건물(실제 도서관 자체는 아님)을 사용하고 있었지만 이후 다른 건물로 이동했습니다. 또한 유엔구역 출입증을 지닌 제휴NGO는 다그 함 마르 셸드 도서관을 방문할 수 있고 사이트에 있는 유엔자원을 이용할 수 있습니다.

 

이 답신에서 놀라운점은 도서관측에서는 첨부한 팜플렛의 문구인 '도서관 사용제공' 을 NGO 를 위한'특별구간 제공' 으로  언급하고 있다는 점이었습니다.

 

즉 팜플렛에서 말하는 "다그함마르셸드도서관 제공" 을 "NGO 자원센터(NGO Resource Center)" 제공으로 생각하고 있다는 것입니다. 뉴욕소제 NGO 자원 센터에 대한 다그 함마르셸드측에서 알려주는 특징 몇가지는 아래와 같습니다.

 

NGO Resource Center 에서 NGO들이 이용가능한 것들.

1. 거의 모든 유엔문서(전자형식)를 열람 가능한 디지털 도서관.

2. 최신 유엔자료 및 최신 정보 목록의 사본과 같은 출판물, 유엔저널.

 

이 NGO 들을 위한 특별한 구역에서 주목할 부분이 나옵니다.

바로 거의 모든 유엔문서를 열람 가능한 디지털 도서관이 있다는 것입니다.

 

이점에 대해 최신 DPI 팜플렛 3면에서는 아래와 같이 언급합니다.

..(중략)..While the Economic and Social Council (ECOSOC) remains the only UN body with a formal framework for NGO participation, DPI provides NGOs with a wide range of information products and services that they can in turn use to enable a better understanding among their members of issues on the agenda of the United Nations. DPI also offers a unique opportunity to NGOs to be involved in the dissemination work of the Organization and have their voices heard on global issues using all forms of media and communication. Many NGOs find it enriching to their UN experience to be affiliated with both DPI and ECOSOC.

경제사회이사회(ECOSOC)는 여전히 NGO 참여의 틀에 있어서 유일한 유엔의 공식기구로서 남아있지만  DPI는 NGO 들에게 광범위한 정보 산출물과 서비스를 제공함으로써  그들이 그것들을 통하여  결과적으로는 유엔의 의제에 대한 사안들을 그 회원들이 더욱 잘 이해할 수 있도록 해왔다   DPI는 또한 NGO들에게 그 자신의 조직에서 하는 활동을 전파할 수 있는 유일한 기회를 제공해 주며 모든 종류의 미디어나 소통기구를 통해서 전세계적인 사안들에 대한 그들의 목소리를 낼 수 있도록 제공해 왔다.  많은 NGO 들은 DPI와 ECOSOC에 모두 제휴하는 것이 유엔에서의 경험을 풍부하게 한다고 생각한다.

이 팜플렛에서 유의할 부분을 찾으셨습니까?

바로 NGO 들에게 DPI 가 제공하는 광범위한 정보 산출물과 서비스 가 있다는 것입니다.

이것은 협회의 답변에서 나온 유일한 제휴 목적, 곧 "유엔의 광범위한 도서관에 대한 접근권한을 얻기위함" 이라는 부분과 일맥상통(一脈相通) 하는 부분입니다.

 

이러한 광범위한 자료를 얻기에 최적인 장소는 유엔의 거의 모든 전자문서를 살펴볼 수 있는NGO 자원센터입니다.

사실 이 센터는 다그함마르셀드 도서관 과 별개의 시설입니다.  하지만 대변인의 주장에서 가장 주목해야할 부분은 90년대에 이 특별한 센터가 "도서관건물" 에 함께 있었다고 하는 대목 입니다.

Dear Mr. Alward:

We are pleased to reply to your letter of January 17, 2002, addressed to Mr. Peloyan. We are well aware of the controversy surrounding our former registration with the United Nations as an NGO with the UN's Department of Public Information (DPI)

 

As you have concluded, the intent of all statements issued on this matter was that they reflect truthfully and without any contradiction our motive and purpose in registering with the United Nations as an NGO. We appreciate your efforts to set the record straight in this regard.

 

As we have previously stated, our purpose in registering with the DPI was to gain access to the excellent research materials available in their library facilities. As you may know, we are the publishers of the Watchtower and Awake! magazines, which contain well-researched information on a wide variety of subjects. Over the years, our staff has found the information available at the UN libraries to be extremely helpful, in addition to what is available otherwise at public and private libraries around the world.

 

In any case, we had been using the library facilities at the UN for many years prior to 1991. In that year, our researcher was advised by UN personnel that it would be necessary to register as and NGO to have continued access to the various libraries we were using. Registration papers filed with the United Nations at that time contained no statements that conflicted with our Christian beliefs. However, when it was recently brought to our attention what was expected of an NGO registered with DPI, we withdrew our registration so as to remove any implication that our being recognized by the United Nations as an NGO goes beyond our original purpose or that Jehovah's Witnesses are involved in activities that are inconsistent with our own teachings.

 

Although critics may claim that access to the libraries could have been obtained without the need to register as an NGO, that is not what our research personnel were told at the time. They found it necessary to present an authorized pass to gain access to those specific areas, which were off limits to the public.

안타깝게도 위에서처럼 많은 회원들이 사실 확인을 위한 노력을 하지 못하고 '어떤' 주장에 휙 넘어가버리는 모습을 보여주고 있습니다. 이것은 반증인들 대다수가 비교론적 관점에서의 접근이 아니라, 자신들이 듣고싶은 주장만을 본다는 것을 증명해 주는 한가지 예입니다.

 

 

따라서 도서관 이용을 위해 아무런 제휴가 필요없었다는 반증인들의 주장은 명백히 엉터리 임이 또다시 증명되었습니다.
